OverloadedRecordFields request for review

Hi devs,

I just wanted to draw your attention to the OverloadedRecordFields
proposal [1], which I've just updated and now has a corresponding
implementation ready for review on Phab [2]. I'd very much appreciate
any feedback on either the design or implementation.
