Gearing up (again) for the next release: 2014.2.0.0

I know for my distro (Exherbo) they don't want to ship a different
version of Cabal than that shipped by GHC so as to simplify dependency
matters.

It might also pose some problems with packages like haskell-docs which
depend on the ghc library.
