Gearing up (again) for the next release: 2014.2.0.0

I'd be concerned about having two versions of Cabal ship. I can quickly
lead to user confusion when loading code in ghci (messages where `Foo` does
not match `Foo`). Admittedly, most users won't be depending on the Cabal
library themselves most of the time, but I still think it's a good idea to
avoid the problem if possible.
