fgl version missing on hackage

yes, that's a good point to remember. ghc's moving out of the library
maintainance business, in favour of hackage and the platform team. the 
gap between 'extralibs' released with ghc 6.10 and ghc 6.8 needs to be
checked, to make sure those packages in the gap are on hackage.
