Hmmmmm...

Haskell was /developed/ by teams, but we had BEFORE: hope, miranda, ML 
... The heritage is quite important.
And individuals (say, Mark Jones) contributed to Haskell constructs. So, 
the /design/ is not entirely "committe based"
