GHC/cabal release procedures, and Stackage

Travis has a hard time limit that we are already hitting, so this road
is blocked.

I guess we should extend our own build infrastructure (e.g. the
buildbots) to do that.

Alternatively, the stackage people – who already seem to rebuild
stackage regularly for CI, might just include a build from a daily
snapshot.
