[arch-haskell] Script to manage secondary repository

Thanks very much for publishing this!

Can we test out merging two repositories (haskell and haskell-web) now?

After that, let's try merging three repositories. I will be happy to try
creating another small one - perhaps by picking the most wanted packages
off the habs issues list.
