[xmonad] XMonad and Xfce panel workspace question

My understanding is that this is a problem inherent with the protocol
used to pass information to the pager (and happens with _any_ generic
pager), in that it is assumed that in a multihead setup the entire
display is one large workspace.

As such, you just have to get used to it, unfortunately.
