Correct me if I'm wrong, but I think this user's issue is that the 
floating window stays above the tiled full screen window, which, as far 
as I know is always true of floating windows, and so it won't be helped 
by reordering the windows.
I don't see any reasonable way around this, other than to send the 
floating window to another workspace.
