Stealing this ticket from dons.  Down with gaps in the core!

Phase I: I will implement a contrib module providing a LayoutModifier 
to create gaps,
and functionality for toggling them.

Phase II (optionally done either before or after 0.7 release): remove 
all the gaps
stuff from the core.
