[xmonad] automatically generating template xmonad.hs if it doesn't exist

We have to also remember that the core system is supposed to be usable
(i.e. it should be pretty much what Spencer and I use daily). This is 
currently the case for me, at least.

Of course, I'm also happy to garbage collect stuff that hasn't turned
out to be useful, and move things in that are needed.
