PROPOSAL: Put DiffArray in its own diffarray package

Speaking of DiffArray, has anyone ever tried their hand at implementing
some of the more advanced functional array algorithms for haskell? like the
following for instance?

they claim some really nice properties, I wonder how well they would
work as an implementation for the standard pure arrays in haskell.
