Perhaps if the .cabal files for orphaned packages could be
marked as, say:
maintainer: unmaintained
or
maintainer: orphaned
This might alleviate some problems (a future hackage could filter
unmaintained packages).
Gwern, would that work for you, for these library salvaging efforts?
