I suppose, these device names where introduced in DOS 1.0 where there was no 
hierarchical file system.  In DOS 2.0 and later Microsoft OSes, these device 
names had to be allowed from every directory to ensure compatibility.

If you don't like this, you can use Linux. ;-)
