[Haskell] ANN: HDBC 1.0

Well, the latest HDBC has been stable for quite awhile.  I've used it in
a number of projects, and I know several others have as well.

I've made some minor tweaks to the cabal files to work with GHC 6.4.2,
and released it as 1.0.0.
