yes, we already do it for Haskell Platform. sometime ago i've proposed
to define HP as a set of library versions for every year. i.e. HP 2009
include base4, fps1 and so on. now i shift this idea into Library
Report

but i should note that on HP level we don't yet make year-wise
standards, afair it was consensus to issue next major HP version every
6 monthes or so?
