Hello All,

I'm pleased to announce that `base16`, `base32`, and `base64` have been updated to support GHC 9.2.x. In the most recent versions, due to GHC issue #20338 in which `targetByteOrder` was incorrect on Big Endian architectures, the required GHC version lower bound has been upped to GHC 8.10.x. In this version, GHC 8.10.x was silently patched to fix this behavior.
