[Haskell-cafe] Ann: vector 0.12.1.1 release!

*and to be clear: some of the bug fixes  and bugs were only discovered in
the past two weeks in the course of preparing this release, and I would
like to genuinely thank all the folks who helped out. (see the change log
for 1-2 of the great ones :) )
