[Haskell-cafe] Esqueleto maintainership

Esqueleto has been unmaintained for a few months now. It's one of the
packages preventing postgres users from using the recent Stackage
snapshots. We've had to use a fork for many months. There are open PRs that
would bring it up to date, but no one has merged them.
