[Haskell-cafe] Fwd: taking over urlencoded

CC'ing the maintainer since that was left out,

Hi Philip, your package urlencoded does not build with network-2.6. Please
let us know whether you are able to upload a new version fixing this issue,
otherwise I intend to perform a non-maintainer upload in two weeks with a
package takeover to possibly follow after that.
