[Haskell-cafe] Hackage inconsistent? (pandoc.cabal in 1.13.1)

This is possible because there's a feature on the new hackage to allow
(partial) editing of the cabal file. See e.g. here [1]. This can be
useful for relaxing or tightening version bounds.
