[Haskell-cafe] Unmaintained packages and hackage upload rights

Hi Erik,

It would be nice to have a dedicated button on each hackage
package page for this. The page opened by the button would
allow the uploading of the modified package which would be
send by email to the maintainer and the trustees.

If the maintainer wouldn't respond in a certain amount of time,
then the trustees can take their actions.
