Is this in the documentation for GHC?  Sometimes Haddock links to
libraries used when building GHC but aren't shipped with GHC; I'm not
sure how to deal with this.

(Note: this isn't a Windows-specific problem; it also occurs on Gentoo
Linux for example.)
