I've thought that this would be an appropriate package in it's own right. 
It may be small and simple but it captures and generalizes a frequently 
needed concept.

As for the other two, I don't know that anything besides GL/AL would 
benefit from them, so they might go in the OpenGL-DataTypes mentioned 
previously.
