Huh? Having tool availability out in the open, as updateable packages,
would be more flexible than the current built-in stuff  in cabal the build
system, and it would give the build-tools field something to point to 
(#227,#132), and it would make meta-packages with tools possible
(like the haskell platform). So, what isn't right about it?
