You can get it using darcs:
darcs get http://darcs.haskell.org/packages/GLUT/

Maybe put the include files in /MinGW/include? I'm not sure if you
need the lib or dll files for compilation, as it's dynamically linked.
But I could be wrong, as MinGW barely works on my Vista.
