As noted by others, in 6.6 it was unbundled.
If you're using binary Linux packages, this unbundling is generally
reflected in the binary packaging; for example, on Debian and Ubuntu
you want to look for libghc6-*-dev packages corresponding to the GHC
"packages" (e.g. libghc6-net-dev, libghc6-mtl-dev).
