Yes that is on purpose. We decided that it was not quite ready for this
release.

We expect cabal-install to be included for wider testing in an upcoming
Cabal release. This is not so big a deal as you can upgrade Cabal
independent of ghc and you can have multiple versions of Cabal installed
at once.
