We made the opposite change back in 2003:

regcomp: don't attach the regfree finalizer if c_regcomp failed.

So I'm guessing that calling regfree() should not be called if regcomp() failed.
I vaguely remember a bug report for this, but don't have it to hand. If you
have evidence to the contrary, then perhaps we should revert this.
