Haddock: how to disable the JavaScript menus?

This change has now been made.  The JavaScript stuff is still
experimental - I'm certainly not going to release a new Haddock version
in its current state - we need a way to retain the collapsed/expanded
state between page transitions (JavaScript hackers apply here!).
