changing maximum heap

Yes, you want to use defaultsHook().  The flag you need to set is
RtsFlags.GcFlags.maxHeapSize, which is in units of BLOCKs (i.e. divide
by BLOCK_SIZE).  Look in fptools/ghc/compiler/parser/hschooks.c for
examples.
