 is accepted without `-XDataKinds`.

 Interestingly, if we remove the quote on `'Z` we get the expected error:
 {{{
     Not in scope: type constructor or class `Z'
     A data constructor of that name is in scope; did you mean -XDataKinds?
 }}}
