 Interesting.  To actually get the error at compile time, you must compile

 {{{
 module Bar where

 import Foo
 import Language.Haskell.TH

 bar :: String
 bar = $(do      x <- foo
                 return (LitE (StringL (pprint foo))))
 }}}

 plus one of the Foo modules above with -fstrict-dicts -XTemplateHaskell
 -O.  (It doesn't seem to fail with -O0, I'm working on seeing what happens
 differently between the two.)
