Comment:

 You need to tell `runghc` that `foo.conf` is a GHC flag, and not the
 program to run:
 {{{
 $ runghc -package-conf --ghc-arg=foo.conf Main.hs
 foo
 }}}
 This certainly works in 6.8.3 (and the HEAD), but I don't remember if this
 flag was in 6.8.2.
