 I haven't been able to test this with 6.8.3 or HEAD but it seems that
 runghc doesn't work properly when the -package-conf flag is provided.

 echo [] > foo.conf # empty package.conf file
 echo 'main = putStrLn "foo"' > Main.hs
 runghc -package-conf foo.conf Main.hs # this doesn't work
 runghc  Main.hs # this works
 }}}
