How about change prep-bin-dist-mingw's default enviroment up to date?

Does anyone know whether or not this script is still used? It looks like
it contains a number of out-of-date values, and doesn't seem to be
called by the Windows nightly builds. I don't know about the Windows
installer.

I'm not sure whether or not this patch should be applied: if it's only
used by the installer builder then I wouldn't want to break it by
changing the paths.
