True; I took the missing bits from
http://prdownloads.sf.net/mingw/gcc-g++-3.4.5-20060117-1.tar.gz?download
(which happens to be the same version as the one bundled with GHC 6.6)

Yes, this is what I do at the moment; luckily, runghc Setup.hs build -v 
gave me all information I needed.

Once this bug is fixed, it would be nice if GHC for Windows came bundled 
with cc1plus.exe and
the libraries; it's not that much of extra weight.
