Nevermind, it seems that this leads to the problem described in comment:6.
Type families with domain `Type` can distinguish between between
`Constraint` and `Type` in surface Haskell, so this difference needs to
remain in Core.
And in comment:7 I see Simon advocating the same change to KindCo as you
describe.
