[ghc-steering-committee] Please review #617: Add -experimental flag, Shepherd: Simon M

@Simon Marlow <marlowsd at gmail.com> agreed. The choice of -experimental is
too contentious in meaning. The proposal needs to be rewritten using a
different flag name.
The whole confusion seems to stem from the fact that "experimental" means
vastly different things to different people.
