[ghc-steering-committee] #632: Phased introduction of GHC2024

I'm all for people specifying the language they want at the module (or
cabal level).

I would expect ghci to give me the default variant for the compiler I'm
using, unless I explicitly set a specific default language
(e.g. if I launch ghci through cabal, then I expect it to adhere to the
language set in the cabal file).
