[ghc-steering-committee] Expiring members: Simons, Iavor, Richard, Me

I think this is clear(ish) in the written bylaws:

NB: "Continuing". Though I suppose that could be confusing, as we don't yet know which members are continuing. Perhaps "non-expiring" would be better.

Though, I suppose it would probably make sense to change that second sentence to allow any other committee member to step in, instead of placing the burden on a co-chair.

These rules also expose the fact of whether or not the secretary wishes to continue. Maybe it should be rephrased to allow the secretary to delegate even if they are also stepping down, just so that they can cloak their decision.

I will recommend a few tweaks later today.
