Gitlab upgrade tomorrow

The upgrade to 1.17.1 is completed now, migrations are running in the
background. Please post if there are any issues, it's the first
upgrade I have done.

I will perform the upgrade to 1.17.2 once the corresponding patch
lands in upstream.
