Consistent CI failure in job nightly-i386-linux-deb9-validate

I believe we can either modify ci.sh to disable parallel compression
for i386, or modify .gitlab/gen_ci.hs and .gitlab/jobs.yaml to disable
XZ_OPT=-9 for i386.
