Building libraries with an in-place GHC

I want to reproduce #18018, but that needs me to build pandoc with my freshly-built HEAD.  I tried this (below) but as you can see that didn't work.  What should I do?

After searching the rest of the dependency tree exhaustively, these were the

goals I've had most trouble fulfilling: pandoc, base, haddock-library, zlib

Try running with --minimize-conflict-set to improve the error message.
