[ANNOUNCE] GHC 8.8.1 and cabal-install version

I got there by doing,
```
  cabal v2-install --installdir=~/.cabal/bin alex
  cabal v2-install --installdir=~/.cabal/bin happy
```
and things seemed to be going smoothly enough after that.
