How, precisely, can we improve?

Friends,

after the recent discussion here and on #ghc, I’ve taken
the liberty to extract a small part of this into a
proposal[1].  In essence this does not cover *all* of the
wiki, but the commentary and documentation part, after
Herbert mentioned that would be something he could see
happening.

So let’s see if we can make this happen!
