7.10 STABLE freeze date

Hey Austin,

Simon and I have been talking about fixing #8427
(https://ghc.haskell.org/trac/ghc/ticket/8427), but our
current plan of action will involve interface file changes
at least and maybe some invasive changes. A heads up!
