GHC/cabal release procedures, and Stackage

Another benefit of this would be that it is more likely that 
$ cabal install criterion --with-compiler=.../ghc/inplace/bin/ghc-stage2
works, which would be very handy when developing on GHC head (currently
it fails to compile attoparsec, as reported by Gabor).
