Fwiw, there have been already 'ghc-7.8.3' packages in the PPA for about
a week, which are snapshots of the upcoming 7.8.3 release (i.e. they
correspond to the current ghc-7.8 Git branch).

You mean this one:

|  --allow-newer[=PKGS]     Ignore upper bounds in dependencies on some
|                           or all packages.
