I added 7773 recently. I should have noticed that it wouldn't work on Windows. I don't have a Windows machine, so can you try this fix for me?
In libraries/base/tests/all.T, change the line for T7773 (line 125 for me) to this:
test('T7773', when(opsys('mingw32'), skip), compile_and_run, [''])
Does that eliminate the 7773 failure for you. If so, I'll commit the patch. I just want to double-check, because I am just getting my feet wet with the test system.
